First of all, from what year car is the 900 engine? '79-'mid'82 didn't have the APC control on the turbo. I'm not sure what is involved in swapping a 900 with APC into a 99, but the engine is not a direct swap. It requires some modification of the firewall to clear the water pump.
I don't know what local laws you might have to comply with. I've got a '78 99L that originally had California emission controls (incl catalyst) and someone put a header on it. In order to pass the emissions test (for the last time before it no longer has to meet the standards) I had to put a catalyst on the car because the DEQ test people don't know that 49-state Federal emissions didn't require a catalyst in 1978. It was only required for California, and was sold that way in most of the western states. California was the import center. Actually the car beat the standards for the test, but was failed because it didn't have a cat.
