The stock radio mounting for the 99 was a plastic bucket that was either mounted to the center panel under the dash or replaced it. There were several different ones over the years. Several years ago I mad a console (don't have any pictures of it) out of pieces of aluminum from main-frame computer cabinets that had been thrown in the trash at work after some new equipment was installed. It has right-angle bars on the sides and 18" aluminum face plates with holes cut for mounting components (I had a scanner in there because I was in the local ambulance association where I lived in CT). The bottom of it screws to the metal plate just ahead of the shifter that ties the two ducts together along the floor (under the carpet). At the top end I designed it to tie into the metal framing of the dashboard. I had to carefully trim one of the plastic components under the edge of the dashboard. My plan was to make sheetmetal side panels for it that were attached to the angle bars with small hex-drive panhead screws, i.e. a screw that the average theif wouldn't have a wrench for. The thing was attached firmly enough that it would have been difficult to rip out. I took it out of the car I built it for and it still hasn't been installed in my current car, an identical '78 99L.
