Daniel Stern's got some good info and diagrams for wiring headlights, and the supplies you need. The only difference is that for fog lights, instead of grounding the relay to the battery neg. terminal, you ground it by splicing into the hot wire to the high beam headlights. This way the fogs turn off when the high beams are turned on (this is a legal requirement).
I did this, and it's pretty simple. I took the brackets off a 900, and mounted the fogs above the bumper. The "extra" switch in the dash of the 99 is for fog lights. I routed the wires to it via the hole for the speedometer cable. There's a socket in the fuse box for the relay, but I just used a cable tie to mount it to the body (making sure that no connectors touch the body, of course).
Email me if you want more details. I have the instructions to some old Hella lights I had. It's pretty simple, but takes some time and some planning. Definitely a DIY job.
