99 - low fuel pressure?

My '75 99 has been getting progressively more difficult to start over the past few days - difficult in the morning, but fine at the end of the workday. Today I drove it to work and then back, but tonight it would not start, and I tried to check the fuel injector spray pattern. No fuel came out. I've done this before and I am definitely doing it properly, so I'm baffled.
Next I disconnected the cold start injector and turned on the fuel pump, and fuel shot out of the disconnected line. I then disconnected one of the regular fuel injectors, turned on the fuel pump, and pulled up on the and fuel came out in a small stream. I put the injector back on and got nothing.
There's no leak that I can find. The fuel pump sounds the same as it always has. An injector from my spare 99 did not work either.
Where should I look next? The factory manual tells me how to check the electric fuel pump capacity - is this the next step, or is there something obvious I can look for first?
