Rules about the freewheel:
1) NEVER switch it while the car is moving! Always come to a full stop before switching from freewheeling to un-freewheeling or vice-versa. The gizmo that locks out the freewheel is a simple toothed sliding hub, and if you slide it while the car is moving, the teeth can be sheared off!
2) Use the freewheel whenever you can. It saves gas, reduces engine wear, and lets you downshift without using the clutch. There's no reason not to use it in traffic -- just be a bit careful to bring the revs up gently to engage it, rather than flooring the gas and 'banging' it into engaging -- that can fracture the freewheel hub. (Guess how I found this out.) This is more of a problem with the torquier V4 cars than with a Shrike, but why risk it?
3) The only time Saab recommended locking out the freewheel (i.e. making the car NOT freewheel) was when descending mountain roads or driving on very slippery surfaces where you might want to use engine braking.
