The engine is still out, and since the chain thing is still a mystery, I am just going to take the timing cover off and see what is going on down there. At this point I am guessing that the tensioner has just fallen out, or has broken somehow. It still doesnt explain why the cam has the shaft sticking out from it to slide the sprocket over... might be one mystery we never solve. Thanks for the advice!
