So I had the same problem with my 86 turbo conv. It always passed the old smog with flying colors but failed the new one for NoX emissions. This can be a direct result of a few things (vacuum leaks, faulty idle valve, and Overheating). It took me some time but I found my problem. Some 900Turbos are speced to have a 195 deg thremostat (mine did) and it wasn't opening until almost 205!. This will cuase the engine to run hot and drive up your NoX emissions so first check your thermostat and vacuum hoses, replace the 195 with a 180-189 range thermo if you have it. Also make sure that they are closing the hood and not blowing the cooling air at the front of your hood instead of the radiator (these tests use a big fan to approximate wind for cooling your radiator so the tip-forward hood can block the flow). Note these notes only apply if you fail for NoX other failures wil more likely be fuel injection or ignition related.
