Take a closer look at the bulb socket. The original H21W bulbs get really hot and usually the bulb tip and/or socket is damaged by the heat, leading to a weak connection inside the socket. I would suggest converting to LED bulbs ASAP, since the rest of the taillight is LED anyway...
