If it went in for an oil change how are they determining oil is getting into the intake because of the turbo and not just residual build up from the design of the PCV system. I’d only believe this if there is excessive shaft play in the turbo.
The way the PCV system works on the B284 variants is always going to pull oil mist in from the forward crankcase vent that’s bolted to the compressor inlet under high load.
If there isn’t an aftermarket catch can and the intake plumbing hose at the low end of either end of the intercooler have never been pulled off and drained I could see how they might think the turbo is leaking oil (if there isn’t any shaft play).
To answer your other question, if you were to buy a brand new TD04 for the 9-5 runs 1300 brand new. It takes quite a bit of tare down to replace it if you are going to replace the whole thing and not just swap out a center section assembly and that would account for the rest of the labor/materials cost.
