Removing the windshield cowl on a 9-5NG?

You might've seen me post about this on facebook, but I haven't gotten much traction so here I am. There is a lot of play in my wiper assembly. I can move the whole segment by jostling the base of either wiper arm. I believe this is the source of an annoying clunk I can hear in the cabin. To fix this, I need to remove the plenum/cowl. WIS is pretty clear on how to do this:
1. Remove six push pins.
2. Remove the hood weather stripping.
3. Lift the front edge of the cowl far enough to clear the wiper motor pivot shifts.
4. Disengage the washer hose.
5. Pull the grille forward to disengage the rear edge of the grille panel from the bottom of the windshield edge.
This is where I'm stuck. At first I thought it must be glued for some reason, but I've induced the whole cowl to shifting left to right so I am confident that it is not glue and that I am either missing something or not getting traction.
I assume someone knows how to remove this! I just haven't met them yet. If you can help me get this off (ideally without breaking anything), you will be my best friend.
