That's great mileage.
I get similar mileage on a pretty consistent basis from my '98 NG 900. I have the K&N air filter, a 3 1/2" intake airbox mod, a manual boost controller and a 3" downpipe and sport exhaust.
I get a CONSISTENT 31 mpg (US gallon) mixed highway (75%) and town (25%)driving with highway speeds of 60 - 75 mph. On highway only trips at 65mph I have got as much as 37 mpg (US gallon) on a trip of 600 miles but that is really exceptional - 33 to 35 mpg on the highway is common - so long as I drive "gently" and resist the urge to accelerate hard :-)
I once got 42 mpg over a 150 miles run - but we also dropped from 4,000 ft to sea level so I gues we can't really count that one :-)
I used to run 17" rims and 215x45x17 tires but switched to H rated 195x60x15 tires running at 38lbs square inch -- and that improved my mileage by about 3 mpg - as well as doubling tire life and surprisingly little loss of handling.
I think the "secret" is to have the engine breathing well, minimize rolling resistance with narrower, harder rubber tires at higher pressures, to drive at a steady speed on cruise control - but primarily to drive "gently" with slow acceleration and as little braking as possible.
But then - why own a Saab if you are going to drive like that????
I drive "sedately" on the long work drives and on the Interstates (BORING!!)- but when I get to the twisty mountain roads - I get on it, drive like hell and have a blast!! (and the mileage drops to 28mpg)
