brake light/head light circuits crossed - HELP!

My 97SET has the brake circuit crossed with the headlight/running light circuit.
When headlights are on, the brake lights are lit all the time (get slightly brighter when brake pedal is pushed).
When headlights are off (fuse pulled to disable daytime lights)the headlights come on when I press on the brake pedal.
I get a "rear light failure" message on the computer when I start the car.
Any thoughts on this? All wiring seems sound but car sat out for a month with little activity. HELP!!
