Actually, they both have the same sidewall height. That's what makes them "the same overall diameter," right? (Vlad: I know that you know what you really wanted to say, so I won't confuse this post by trying to 'splain it.)

If you live in an area with "real" winters, I'd highly recommend going with the 185/65-15s. I recently bought BFGoodrich Traction T/As & absolutely love 'em for steering response & dry traction. Tons of both, & much better than the 195/60-15 Pirellis they replaced. We haven't seen winter yet here in Northern Colorado, so I don't know how they'll do in the snow, but I'm actually looking forward to driving on these tires this winter!
If it's always warm & dry where you live, then 195/60-15s would be a better choice. Your dry traction should be better in this wider tire, assuming you're looking at the same brand but different sizes. (My example showed how two different brands/models weren't equally matched.) And as Vlad pointed out, you'll find a much bigger selection in this popular size.
