No boost - WG arm supposed to be attached to anything?

Driving on the highway the other day, my '97 900 SET became suddenly not fast at all anymore. - Boost gauge barely touching yellow ever.
Other than slow, the car runs great!
Pulled hose to WG to do boost test, no change. Left it hanging. Pulled hose from TB to BPV, no change. Re-cut ends of this hose (which is in marginal shape), blow tested it, and replaced. No change.

I was poking around the wastegate actuator (the thing with a mechanical arm coming out one side), and I was struck by the fact that the arm coming out wasn't mechanically connected to anything. I thought it was strange to have a mechanical arm, with thread-adjustable length and a fitting on the end, just hanging around not attached to anything.
But as much as it looked like there should be some counterpart hanging around the engine somewhere else, disconnected, I couldn't find one.
Is this arm supposed to be mechanically connected to something? (I am hoping they call it the wastegate actuator because it is supposed to be connected to something ELSE which is the actual wastegate, but happens not to be right now in my car! That sounds like it would be a simple fix :)
Please advise, anyone?
If the arm is indeed just supposed to hang there, what else could be wrong. I think the turbo is fine, because of the suddenness of the drop in boost, and the fact that I still do get some.
