Gas forumlations do change with the seasons. They make them more combustible at lower temperatures for the winter, which does make them give you less fuel efficiency. I notice up to 20% difference, and that is highway so it has nothing to do with warm up time, idling, etc. But those effects are significant as well.
Note also that in most places, they change several times a year, so it's not just "summer gas", then suddenly "winter gas".
