The problem is most likely one or more of the check valves. There is one down near the washer resevoir that feeds both both the drivers side and passenger side nozzle. Take it out, pop it apart carefully with a small screwdriver. There's a spring, a flat rubber piece, and another plastic piece. Clean the rubber piece with 99% isopropyl, or methyl hydrate. Re-assemble. Some will suggest replacing the rubber piece with a piece cut from a latex glove, but I find the cleaning to work well. If you want to replace the piece, plastic cut from an overhead transparency or some such works as well as latex rubber, and lasts longer.
