That piston and spring behind is what decides what oil pressure the engine has together with the amount of wear and tear of the engine.
The valve keeps "floating" on the oil from oilpump, pretty much moving up and down the whole time and changing position in the bore if the oil is cold or warm.
As soon as the engine is shut down the piston "floats" back into its resting position in the bottom of the bore. If any small particles are on top of that piston it can leave scratch marks.
