The brushes gets worn out and start to skip on the surface of commutator plates, creating a burned flat spot.
This can be picked up by using a milliamp clamp and a lab scope studying the amperage draw of pump.
The left picture show 7 revolutions of the pump with a flat spot on at least 1-2 plates.
The right pictures show about one revolution of pump over the full screen due to a faster time base choosen (2ms instead 20ms on the left picture).
I have noticed though on some domestic cars that the amp curve can look good but the pump has slowed down it's rpm allowing less flow of gasolin.
If you know the good amp curve on those cars you can still pick out a bad one comparing how many "bows" you get over a set time base. That way you can see that the bad pump is turning slower.
