Like you, I did a lot of research here and elsewhere before I purchased a 2000 9-3 5-speed base model last March. I have not found the torque steer to be noticeable and think the car handles very well. The climate control knobs on m 9-3 are stiff, but I don't know if they are the ones that will eventually have trouble or are based on the new parts that don't have that problem. Either way, if they do eventually have a problem, it should happen before the warranty is up.
The only thing that took me a little while to get used to is how to adjust the driver and passenger side mirrors to minimize the blind spots. As with most cars, you get used to where and how to look.
The interior also does not have nearly the storage space in terms of glove compartment and cubby-holes as some cars do. I have learned to keep only what I absolutely need up front and keep the other stuff in box in the hatch.
Once I was convinced that the quality of the 9-3 has been getting steadily better, the things that sold me were the comfortable seats, the huge amount of storage room in the hatch, and that it is fun to drive!
