In the T5 Trionic ECUs the guage shows pressure, in the T7 units it shows air mass flow rate. The two would be the same if temperature were not a variable.
With either one, higher readings indicate higher air flows. So the fuel is increasing with the higher air mass flow rates to maintain the proper air fuel ratios. While on boost, the air fuel ratio is made richer which helps avoid detonation. This also helps keep temperatures down. High temperatures can lead to detonation and preignition.
With the T7 I believe that the torque limitation is based on this mass flow rate signal, not pressure. That is the way it has sounded to me, at least for the Viggen. The Viggen can generate high boost pressures to compensate for temperature and altitude etc.
