Philips offers some brighter bulbs in the H4 Saab NG900/9-3 size like the Premium and the VisionPlus.
I found that the european e-code headlights made a world of difference in the lighting.They are much better than the DOT mandated headlights on USA Saabs. I bought mine from Daniel Stern at Stern lighting http://lighting.mbz.org for about $425 USD. Much better light pattern and sharper cut-off to keep from blinding on-coming traffic. I am using the Philips Premium H4 bulbs and the set-up works wonders during the dark rainy nights here in the Pacific Northwest.
I also heartily recommend the use of headlight protection film. It can be found pre-cut at http://www.stongard.com or http://www.xpel.com or in sheet form at http://www.griotsgarage.com
I have survived several rock strikes to both the headlights and foglights due to the headlight protection film.
