Sounds like a bad ignition switch. The reasons the 9-5 starts faster is in the software. The t5, in the 9-3s in 1999, gives priority to the diagnostic function. It runs a check of the system before it allows the engine to start. The T7, in the 9-5 and later 9-3's, give priority to starting rather than diagnostics. Once the engine is started, it runs a full diagnostic scan.
