Removing stubborn Brake Dust

I finally got a chance to wax the wheels on my 02 9.3 yesterday, but was unable to remove all of the brake dust. The dust that was left was in the form of black dots. I was able to use mineral spirits to get most of them off, but couldn't get all of them. I also used Esprit Wheel Magic while washing the car.
Is there any product out there that will remove all of the spots, so I can wax up a nice clean wheel? The car only has 1600 miles on it and the wheels are spotted already. I think I will also try the Pam trick, once I get all of the spots off.
