If you don't remove the wheel, all you can see is the outboard pad, & the outer surface of the rotor. You can see that with the car on the ground; I take a quick look at that every saturday morning when I check tire pressure.
Sure its more thorough to take off the wheel & look at both sides, especially if the outside looks OK. But if the ONE side is bad, then its a waste of time to check the other side 'cause you already know the outside is bad. Likewise, if they LOOK OK they might still be warped a little bit, but if they are worn or grooved bad enough to see with the wheel on, no amount of careful measurement will make it any better.
Your dealer already had the wheels off because he did a tire rotation! If you asked him to do JUST a brake inspection, maybe he would have just looked at the outside & seen they were worn out.
Like, if you open the gas cap on your lawn mower, you can see its more-or-less empty. At that point you don't need to measure how many ounces are left in the tank, you already have enough information. But of course, it would be 'more thorough' if you poured it into a measuring cup just to be sure.
