$16.5k is pretty unrealistic, but I'd be pretty happy if they totaled the car and handed you a check for that much ... I just paid $11.3k for a 99 S convertible. You might not want to argue about it until they decide if they are going to total the car or not.
The downside is, if they fix it, the car is worth less than it was before it was in the accident, so you should see if you can go after them (or the other guy's insurance) for diminished value expenses. If you can make a case that the car is now worth, say, 15-20 percent less than it was before it was damaged, you can try and recover that cost as well.
This is a fairly common practice on my other car, which is a Porsche 911, and people have had success doing it. You might check out some of the bulletin boards on the Rennlist -- an excellent Porsche community. I've put a link below to one recent topic on the 993 board; from there, you can search for others.
