Generally, the engine delivers the power much smoother throughout the rev range. Also, my fuel economy did improve by a couple mpg on average. So, I would say that there is an improvement even at part throttle; however, wide open throttle would indeed be where you feel the biggest difference. I think that this is the message that the poster you refer to was probably trying to say.
