Had the same thing happen to me a few years ago on my 2000 coupe...sideswiped by a truck that took out my mirror. I used it as the excuse to paint my base coupe's mirrors to match the body color. The remaining base mirror painted just fine...as did the new replacement mirror. I have no idea how they did it but the surface is smooth, not textured afterwards. I assume they did the prep and layered on the new coats that eventually smoothed out the surface.
I wouldn't advise painting it yourself as the mirror body is pretty prominent a part as far as appearance goes...less than perfect results will be conspicuous. My two cents.
