Your first mistake is not to know that you cannot just buy any 9-3 remote control and expect it to be programmed for your 9-3. Each key is a member of a particular security group. This security is split in two parts. One is the key grouping. The other part is programmed in with the TECH II. They'll also need your working key in order to make sure that the newly programmed key is programmed with the same sequence of rolling code as the old key.
The key that got the soaking might now have a damaged internal PCB.
My take on the situation is that you are unlikely to ever get those two keys programmed. They both seem duff to me. That is not the garage fault.
The only sure fire way to get a working spare key is to but a new one. The SAAB security system is designed to protect you against car theft. I am glad it isn't easy to program just any 9-3 key for any 9-3 car.
