How do I replace fog lights on a Viggen?

I've got a broken fog light on my '99 Viggen. I've purchased a new unit from eeuroparts.com and I've Stongarded it, so hopefully I won't have to do this again.
My question is: How do I get the old one out/new one in? I can get the two "lower" fasteners off, but can't figure out how to get to the third one (the one with a nut on the inboard upper corner). Do I have to take the whole front end apart? It looks like I could take the under tray (that covers the bottom of the engine bay) off and get access, but how do those little plastic screws come out? I turn them and they won't back out, and I'm afraid to try ripping them out.
I've got to be missing something easy here, and I know people on the board have changed out their own fogs before.
