They are very reliable. My parent's has a 99 convert& in the year of ownership only normal maintenance has been required & the car has 50K+ on the odo. The top doesn't really need anything special & you can take it through any carwash w/o any worries, unlike old british cars they are built to be driven year round in any weather! Turbo's also really aren't issues with cars either. There have been a few cases where the turbo's go out in thefirst year or 2 of the cars life however usually they should be on of the longest lasting items on the car!
The only problems I have experienced with the NG900/9-3's is the serpantine belt. Then need to be changed at 40K or they will break! $200-300 to fix
My only complaint with the 9-3 convert (& mt brothers 98 SET 5dr) are actually the seats. I like to be held in place more then the seats allow so when I was car shopping a Viggen is what I chose. I am not sure what your price range is however you might want to consider looking at a viggen convert. MUCH better seats & you get a little more power to!!!
