Well, we know that a great number of 99's have bad head bolts. And there is a chance that this might have been done by a proir owner? I think that you will feel better knowing that this detail is taken care of. I would ask that you get a report about what bolt numbers that they find are loose. I would torque all bolts to the first stages to get loose ones detected and working to support the head. The the bolts are backed off then re-torqued one at a time. If the loose ones are not working and the re-torque is then performed, the results will not be ideal!
And you will want a report on what found under the VC, specifically coffee grounds, vanish, slude or stains (stains are normal and expected). It would be nice to have a look under there yourself.
Yes, some HG's never need to be retorqued, but that only applies for situations where the head bolts are properly torqued in the first place. That other fellow obviously does not understand the problems with the head bolts.
