Check Engine light

Last friday, after a hard week of work, while coming back home I had the (ceDl) check engine Damn light coming on!!!!
If I turned the key on without starting the engine, the light would flash "one long three short" and repeat.
Saturday mornig I went down to the garage open the hood take off the throttle's plastic protection the and found that I had a broken hose going from the throttle body to a valve that is located close to the right shock adsorber pillar (left looking at the engine from outside).
This plastic valve has two hoses placed in opposite position separeted from what seems to be a membrane. The other hose goes through the body somewere probably inside the car at the passenger side (right). Two wires are attached to the valve.
Repaired the hose with silicon tube, unplugged the battery to make the CEL going off, and now the light remains off.
The hose broke because some smartass had the good idea of tying the hose with a tie strap to a wiring harness close to it, but so bending the hose too much and consequently forcing on the metal tube coming out from the throttle bdoy. Check that you do not have that tie. if you have it, cut it.
What I really did not understand is:
1 what that valve is
2 what three flashes of the CEL means
3 if the hose I repaired was the cause of the CEL on.
