It would've taken your mechanic 5 minutes to correct the spring position if it's installed incorrectly. I doubt mine would even charge any money for it.
If it's missing or broken, it's very easy to replace. Take the wheel off and the spring is right there on the outer side of the caliper -- it's an oddly shaped piece of thick wire. Use the caliper on the other side to see how it's supposed to be installed. Here's a picture from the WIS:
