what year is your car anyway as there might be some pertinet issues related to either t5 or t7 systems.
i would suspect the bpc valve is faulty and you are only getting base boost, if you unplug the wiring from the bpc valve and you get the same amount of boost as now that would be highly indicative of a bad bpc valve. to further confirm and rule out pressure leaks disconnect the wategate hose and test drive you should see high boost,just test enough to see the high boost and then back off , and reconnect the hose. you can try blowing out the bpc valve with compressed air if no help then a new one is in order.
