Viggen steering wheel vibration when letting off the ga

I noticed that few months ago once I changed OEM wheels to winter wheel/tire set. I've rebalanced my winter wheels even twice, but still had that vibration happening, I thought crappy wheels...
Few days ago I put my OEM wheels and summer tires back and vibration is still there, and even worse. What is strange that I feel it only when letting off the gas (if I accelerate or break it feels stable).
Any ideas what could be the reason? (one hypothesis that it could be related to steering rack replacement that dealer did 4 months ago, just can't imagine how).
