The boost is definitely not limited to the neutral point. I think its limited to 6 or 7 psi, with 10.5 being max on the automatic and 11 on the manual.....something like that i can't remember off the top of my head. The point being the needle in 1st and 2nd should definitely go past the neutral point in all cases. Sometimes the boost pressure valve leaks, which causes a loss of boost, although your higher gears seem to be boosting normally. The spring should be fine unless the wastegate was somehow misadjusted or you have some serious turbo mods which would require a stronger spring. The other thing to check is your Boost Pressure Controller (BPC) which is this little device the turbo hoses go to right behind the passenger side head light housing. It controls the amount of boost pressure the engine gets from the turbo.....if it is dirty it could be slow to respond, which is why you get a sudden boost spike near the end of your shifts. These are all just suggestions, so try to check the easiest stuff first, and then move on from there. If you search for BPC you'll see what im talking about. Good luck!
