Mike,
As long as you keep your wheels straight throughout the operation, let the system discharge by waiting around 10 min after disconnecting the battery, it won't take you more than 40 min.
You'll need torx bits to remove the airbag - 2 on both sides of the steering wheel, the plastic shield that sits behind the wheel and houses the horn ring, and a large socket wrench to undo the steering nut.
Having waited the said 10 min, undo the aribag torx then lift the airbag off the wheel, you will see a gray cable, disconnect it.
Now it's time for the wheel nut, loosen it up but leave the wheel on, you will work the steering wheel of the column slowly, otherwise you will rip the old horn ring wires, which you could do since you have a new part.
Once you loosen it up sufficiently, undo the nut and take of the wheel while feeding tha cables through.
The horn spring should be staring at you now, so undo the 3 torx holding the plastic shields, take it off, undo 2 torx holding the horn ring,
The spring makes 3, or is it 4 ? full turns, it will say so right on the spring itself so you can't go wrong, if it's brand new it will have a tape holding it in the right center position, if it is a used part you just need to back up however many turns it takes (1.5 or 2 ) to center it and mount it. Put everything back and and you're done.
good luck
