I have not had this experience in a Saab, but I did have this in both a '98 Volvo V70R and '04 Nissan Quest minivan. In Volvo's case, they actually had a retrofit kit from the factory that installed a little shock damper on the seat framing. It was covered by warranty if the customer complained. If I still had access to the TSBs, I'd get the part info to you. But, it's possible that one could adapt the same kit to be used on your Saab.
In the case of the Quest, the only "cure" was replacement of the seat base. And, it took me forever to get Nissan to permit that because "all the others do that, too" so they claimed it was in spec. Argh. If the brakes don't stop the car and all of the others do that, does that also mean it's in spec? Never mind.
BTW, if you do find that something's busted and you're near St. Louis, MO, I have a '96 900SET that I bought for salvage with a complete interior. I won't have it for long, though, and I'm planning on keeping at least one of the seats to turn into an office chair. But, let me know if you're interested.
