It means that the lock up function of torque converter is not working properly.
It could be a faulty torque converter, input shaft speed sensor, lock up solenoid or maybe electrical problems.
Can't give you any specifics in what to look for since it would take hours to write about it.
It is fairly easy though to rule out certain things if you have access to a Tech 2 scanner and can drive the car and study live data about the torque converter and if it is locking up or not and if the input speed sensor is working.
Any Saab shop should have that scanner.
