This is something I picked up from internet awhile back, but beware, I have not tried it myself so I can't say for sure.

On a 95-98 Saab 900 only the RKE transmitter will arm or disarm the
immobilizing security system. remote transmitters can only be programmed
when the system is disarmed. because the new module is shipped disarmed, it
is, as you say, plug and play. then once the module is installed, with a
tech 2, the transmitters can be programmed. having a back up transmitter for
these cars is a must! however it's to late for your customer. replacing the
module, two transmitters and labor, to get the car running and the security
system back in full operation is expensive. there is another option for your
customer! Get the car running and eliminate both the security and the RKE
systems. do this by removing the module under the drivers seat. remove the
cover from the module. cut the circuit board from the pins that come from
the connector as you wont to use the connector. soldier four jumpers. from
pins 20-8, 21-9, 22-10 and 23-13. insulate and reinstall the connector to
the harness. this is what they do at the factory for markets that have the
security system as an option. you have nothing to loose by cutting the board
as the module is useless unless an original transmitter can be found.
