I had a similar problem with the ACC on my '99 Viggen. The air wouldn't come out the panel vents when commanded, but would usually come out the others. I found that if I commanded defrost and waited till air came out the defrost vents on top of the dash, and then tried the panel vents, it would often work correctly.
The problem was the rotating drum that directs the air out the various vents. It was sticking in it's housing and the electric motor couldn't overcome the friction. The shop replaced or serviced it in some way and it works fine now. About $150 of parts, but almost $900 of labor. That drum is the first component put in the interior of the car when it's built because it's large and right in the middle of the car. So they had to R&R a good portion of the interior just to get to it.
