Scott -- your rotor has rusted itself to the hub. I had the same problem with my '02 93 that spends most of its time on the Chicago toll roads (lots of salt). I first soaked the whole area with PB Blaster. I then used a 2-arm gear puller to place tension on the rotor. Next, I took a large chisel and strategically placed it between the rotor and the hub and struck it with a large hammer. I had to work it around and keep cranking down on the gear puller. The rotor didn't just pop off, it was a long slow process. I don't remember, but I think I might have also removed the dust shield behind the rotor to make it easier. I can't remember if you can get access to the screws with the rotor in place.
After I removed the rotor I could see there had been a large lip of rust on the rotor that was keeping it on the hub. The passenger side was much worse than the driver's side. I've been told this is because the passenger wheel is in more salty slush on the side of the road.
