I'm assuming that you mean the control knob "just freely spins" when you wrote that it was "broken". To replace the "toilet paper holder" do this:

I pulled the glovebox down (three screws - not bad), the side panel (two screws), and then the duct just snaps out exposing the drum. It was covered in white grease which had hardened. I scrapped it out while working the control with a screwdriver replacing the plastic shaft (by the way, the Saab Parts Department guy referred to the shaft as a toilet paper holder - very similar!). That freed it up quite a bit, but it still feels like a lot of load for a hollow plastic shaft. There has to be a better design!
