Thanks for the inputs, guys...I had a friend of mine look at the car with me today. We both determined that the noise was coming directly from the rack, not the outer tie rods, or ball joints, or anything else.
I have a GS steering rack brace installed, and I guess the lower nut was loose...I tried to tighten it, but it felt like I was stripping the bolt out. I took the brace off, cleaned it up a bit, and reinstalled it, adding 2 washers under the nut (on the bottom). I think the nut was bottoming out, where there weren't enough threads left to secure the brace. So far it seems to have fixed the noise completely!

Lesson learned...check to make sure the basics are tight before spending any money :)

Thanks for the suggestions everyone, guess I can wait to change the suspension until I actually need it now :)
