Stalling 95 900S

I was hoping someone here may be able to steer me in the right direction. I have a '95 900S, 2.3NT, that decided to drop dead on me in traffic the other day. It cranks over but won't fire up. I checked the fuse box, #32 for the fuel pump, and a test light shows no power on the hot side of the fuse. Also, as would be expected, no noise from the pump in the tank when the key is on. The battery isn't the greatest, but she still cranks the engine well. Last year I had a small problem where the car would stall when it was cold upon startup. This happened a handful of times, but has not repeated itself in quite a few months. Also, a few times it seems the ignition switch would not let the key turn so that I could start the car, almost as if it was locked up. After a few tries, this also corrected itself and has not happened again. So, my questions are could the no power issue be related to the ignition switch ,the fuel control module (the unit on the right side of the passenger kick panel), or something else that I am not thinking of? I haven't pulled the dash area yet to check for a shorted wire as I am trying to get some ideas beforehand. I don't have a lot of test equipment (OBD testers, etc.) so I am kind of flying blind on the diagnotic here. Any info you can give me would help out a great deal. Thanks.
