(2002 9-3 SE, auto)
In San Francisco, with all its steep grades and relentless stop signs, I very often average about 13-15 MPG with exclusively city driving. The same for my last Saab, a 1995 900 S auto.
These engines and automatic transmissions seem to be tuned very well towards highway mileage, and I always average around 28-30 MPG highway. But in the city, it's very easy -- especially if driving spiritedly -- to have the kind of mileage you describe on an otherwise perfectly-maintained vehicle.
I bet nothing in particular is wrong, it's just the way your girlfriend drives. Does she accelerate gently and smoothly, or make jackrabbit starts? Does she brake early and lightly, or late and heavy? Does she continue to accelerate towards a red light, or just coast to a stop? Hills? Stop-and-go traffic? All these factors will have an effect.
But do check the tire pressure (slightly overinflated is better), handbrake, and spark plugs to rule out those issues.
Have you reset the SID (hold down CLEAR) while on the highway?
