When I had my 1996 S I had a similar problem that I was never able to completely reslove. There has been some discussion here about the difficulty being caused by a badly designed reverse engagement mechanism and that SAAB changed it slightly in 1997.
I found that I could stick my foot out and rock the car back a couple inches to find a spot where reverse would engage. This obviously doesn't work well if you're pointed down a hill. I finally disconnected the reverse lockout mechanism and it saved lots of time if I could just leave the car in 1st gear.
