P/S pressure hose-line: to escalate or not to escalate

Hey all,
I have developed a hairline crack in the flexible portion of the P/S pressure line that's on the rack side of the system. It leaks fluid slowly when I turn the wheel until i have the steering wheel at full lock and then it sprays clear to the airbox. Today I went with a replacement hose to take the leaky one out and the leaky one is absolutely welded to the pump side line (the one that runs under the radiator) with rust. I've been at it with PB Blaster and a hammer off and on all afternoon and the thing won't budge.
Everything else I know about getting rusted threads loose involves some variation on destroying whatever the threads are attached to, which I'm hesistant to do because one of the objectives of this job was to preserve the pump side line (another $165). The question is: do I keep on trying to get the lines separated (if so, how?) or do I just hurdle this issue by escalating the scale of the job: buying the other line, ripping the bumper away and doing the whole pressure side of the system?
The pump side line looks nasty-rusty in a couple other spots but does not leak; the system had no leaks whatsoever up until now. It's also worth considering that I live in Vermont and that other line may have to come out someday anyway - I'm planning on driving this car for a while yet.
