You are right,the cover is not moving far enough opem. the reason being is that most likely the u-joint which connect the tonneau motor to the cover is likely worn.You need to move back the upholstery in the trunk to access and see if there is play in that joint it will need to be replaced,the alternative is that the tonneau shaft is bent.Look in these areas first
