It really depends on what you want...
You will need front struts, front strut mounts, front strut bearings. In parts using either genuine Saab or Bilstein you will pay about $350 in parts. If you go with Konis they are more, however, they are adjustable.
For the rear shocks, all that needs to be replaced is the shocks and maybe your bump stops. I never replaced the bump stops on the past 3 NG900/9-3s that I had. You can spend $50 and get 2 Monroe or KYBs but they aren't good at they don't last more than 30,000 to 40,000 miles. Basically, they are a cheap intermittent fix. Either buy Sachs or Bilstein rear shocks. The Bilsteins are rougher though. Here you are looking at about $200 in parts for the good stuff.
Then the labor...
Rears can be done by yourself with simple tools for about $20 in tools and 1 to 2 hours labor. Or a shop at one hour of labor.
The fronts are much more complex and longer to do. Figure around 2 to 2.5 hours labor, maybe 3 plus an alignment.
